 * When I start wp-admin/install in Explorer I get this:
 * Error: PHP is not running
    WordPress requires that your web server is running
   PHP. Your server does not have PHP installed, or PHP is turned off.
 * What to do.

 * You don’t have PHP installed on your ‘server’. I’m assuming you’re trying to 
   open the files locally on your desktop and not your web server.
 * You should put WordPress on your webserver.
