Also having the same problem.
Scrolling the page either with the wheel of the mouse or with the sidebar, makes the page jumpy.
I have DISABLED from the WP extras options:
SmoothScroll (JS)
Scroll Top (JS)
Scroll Top Button (CSS)
So that’s not it.
I’ve tried switching to Twenty Ninetheen and the problem stops, so it’s definitely OceanWP theme problem.
I’m going to roll back to previous version until a fix comes along.

Ok, More info, and a Workaround:
The issue is caused by Ocean Extra plugin.
If you disable Ocean Extra problem solves.
Unistalling and reinstalling Ocean Extra doesn’t fix the problem. Only disabling it does.
The problem is in frontend only, not backend.
I’m uninsalling it for now, hope a patch comes over soon.
