IS THIS POSSIBLE?

I read about wordpress everywhere starting from wikipedia to in and out of this support forum.. for one answer.

finally i am writing the question in my mind here.. hope to finally get the answer..

Q: Can i use WORDPRESS to run something like WORDPRESS.COM itself?

i mean to say i want to start a blog platform can i use wordpress where users can register and can start writing there blogs..if yes ,wheat will be my hosting requirements ..if no can i modify wordpress code to get what i want?
