Issue with Bar when scrolling

This appears to be an issue that only affects the site on desktop as it seems to work fine on mobile and tablet.

I have an issue where the large blue bar/ad appears to take up a lot of the screen and remains there even when I scroll down.

I was looking to see if anyone else has this issue on their site, as I can’t figure out if it’s something within the template that I need to fix or if it’s an ad issue that I need to take up with google.
