 * My host is AVAHost and I used Fantastico to install WP and had no problems. The
   confusion comes from version numbers. I see many suggestions to upgrade to 2.8.
   x for sewveral reasons. Fantastico shows a version number of 2.15.0 installed
   and suggests ugrading to 2.16.3 My question is can 2.8.x be a later version than
   2.15.0 or 2.16.3 ?

 * Ignore what Fantastico says for now. What version number is displayed in the 
   bottom right corner of the WordPress Dashboard footer?
