 * WordPress automatically tried to update to the latest version but they stated
   they undid it because it caused issues with my website which is st-cp.com.

 * Ok you are right, I apologize for that even if in this support section anyone
   can help through out this other than the plugin author, but I understand Tooltipy
   is not that popular 😀
 * Anyways, what I did is installing an outdated version of Tooltipy on my live 
   site and tried the auto update and the manual update and it works properly without
   any issues
 * If I misunderstand you and what you mean is that the WP core can’t update, try
   to disable Tooltipy then update the core and see to make sure if Tooltipy is 
   responsible or not.
 * Also if you can mention the error message from WP regarding any Tooltipy file,
   that would be helpful for debugging too
