local install issue: An error occurred while testing the database connection!

This is really strange. I’ve used Duplicator hundreds of times transferring from local to live installs and back.
I recently tried transferring a site from live to local for development. Nothing has changed since the last time I used it, but now I can’t get past the ajax popup warning on the test: An error occurred while testing the database connection! Contact your server admin to make sure the connection inputs are correct!
If I ignore the test and just click “next” I get “MySQL has gone away” error. I’ve installed this exact same site before from the exact same remote server with no problem so I have no idea what is going on. I can connect just fine to the database with a mysqli connect.
I even completely reinstalled and reconfigured XAMPP to see if something got corrupted. FTR my other local WordPress installs were working fine with the databases.
Local server (trying to install to): Windows 10 Insider Preview build with latest XAMPP version, PHP 7.2
Remote server (where archive came from): Identical but on Linux. PHP version might be 5.6 but I have MultiPHP manager set to 7.1 so it should be running on that.
Firewall: Windows firewall is off.
The only thing different about the local server is I am on port 800 since 80 is blocked, but that has never been an issue before and my server is set up for it, and I’ve been using that port for years with Duplicator.
