Local PickUp

Hi to all! I’m tryng to set up a “local pickup” but something goes wrong. This is what i did: I have created a firt shipping zone (ex. Italy) and i’ve assigned to it “flat rate”. 2nd step: i’ve created an another shipping zone (ex. Rome) and i have limited to some zip code and assigned “local pickup”. When i simulate an order using that zip code the “local pickup” option is not showed. Obviously if i set local pickup in “Italy” shipping zones, the option is always visible but i don’t want to show to all.. Does anyone know how to resolve?
