Loop post query filter

What you asking bout is basic theme design. Find one that has 4 widget fields at the top of the homepage and fill those with your HTML of an image with an href.

The href’s can be to individual categories, tags, custom post types, etc.

This theme looks to be about what you need (after a very quick review, there are many):

Im asking for a post loop with filters such as ascending/descending, by category etc..

I assumed, since the Loop is very well documented here, that you were just looking for a theme that had specific functionality (which actually is still true, since most good themes do this for you), so I did the research for you and here is a link to the codex on the loop:
