Mailinglist/Newsletter Mix, so that Users can send a mails to a Group of Users

Hi,
I need a mix of social media, mailing list and newsletter. We are an association with around 7500 people. We are using mailing lists for the communication between users and groups, but the administration is done by hand. Furthermore, we are looking for an automatic system, but we can’t use a classic mailing list software, because we can’t host our own email-server, we must use our SMTP. With newsletter software, like phplist and mautic the users can manage their membership by themselves, but only a small group of people can send emails/campaigns. Another way that we found, could be buddypress or bbpress, but then the mails are simple announcements.

Did anybody have a better solution or an idea for our problem ?
We think on a simple form page for all users, like a contact form, where you can choose which group get the mail. The users can manage their membership in every group by themselves.
