If you have an existing list of contacts, I’d first suggest you to run it through a list cleaning service so you can get rid of email addresses that no longer exist.

Then, if you want to contact these users and invite them to join your mailing list, you should follow these steps: https://kb.mailpoet.com/article/269-reconfirm-subscribers-to-your-list
This way, you’ll get their permission to send them marketing emails.
