So be a bit patient. If you have translated your plugin for de it will be evaluated, and normally the author will get PTE access for his own projects. But only if there is proof that the quality of translation is OK. * You cannot grand rights yourselves, that can only be done by a GTE. At translate. wordpress.org, we maintain a certain quality standard e.g. glossary for the locale, and some specific rules for locale de. Locale de has two translations, default and formal. In formal we use ā€œSieā€ not in default. Only a GTE can do that! It is your opinion, but to maintain consistency, it is necessary to let that happen in a structured way. Therefore are the procedures defined. This is my final comment, you have to deal with how the WordPress community is working. So in your situation, you do not have the rights to assign yourselves the PTE rights, so you have to wait until you are evaluated.
