 * Did you restore the database backup?
 * [https://codex.wordpress.org/Restoring_Your_Database_From_Backup](https://codex.wordpress.org/Restoring_Your_Database_From_Backup)
 * Once you have, you’ll need to make sure that the wp-config.php file is updated
   to point to the database that it was restored to.
 * If the site’s URL is different you might also need to change that in the database:

 * Sounds like maybe your SQL database’s username/password/localhost has changed
   and needs to be updated in the `wp-config.php` file.

 * And if they are correct there, contact your hosting provider and ask them why
   your database is offline.

 * Try [manually resetting your plugins](https://codex.wordpress.org/FAQ_Troubleshooting#How_to_deactivate_all_plugins_when_not_able_to_access_the_administrative_menus.3F)(
   no Dashboard access required). If that resolves the issue, reactivate each one
   individually until you find the cause.
 * If that does not resolve the issue, access your server via [SFTP or FTP](https://codex.wordpress.org/FTP_Clients),
   or a file manager in your hosting account’s control panel, navigate to `/wp-content/
   themes/` and rename the directory of your currently active theme. This will force
   the default theme to activate and hopefully rule-out a theme-specific issue (
   theme functions can interfere like plugins).
