   this, this is based on session or session cookie?

 * I’m not sure to understand the question.
 * I guess you’re using [yasr_visitor_votes], and you want to limit the number of
   votes in a single post or page?
 * If so, this is not possible.
 * If when an user rate is logged in, the rating is saved along with the user_id.
   
   If it is not logged, there is a cookie and the same user can’t rate again.

 * I see. What i worried is that, how to deter user from using incognito to spam
   rate a post.

 * It would be a very slow and tedious procedure, and you can always delete that
   ratings.
 * Eventually, you can allow to rate only the logged in users, that can add the 
   rating just one.
