Media uploader limit again

Ok I have been searching and searching but none of the solutions seem to apply. First my php configuration is set by the server administration. When I first incountered this problem the upload limit was set at 4M. This was reset to 8M by the server administrator and this is what the media uploader currently displays although I had the php configuration reset to 90M by the server administrator i.e. My hosting provider. How ever I can not get the media uploader beyond 8M. I have a blank .htasses file in admin. Although it seems to Me that if wordpress accepted the change from 4M to 8M the htaccess file is not the issue. I do not have a php.ini file as the php configuration is set at the server level. I seems that the 8M limit is in the code somewhere.
