 * Is there a way I can export all users on an old website that uses WP-Members –
   Then, import all users while replacing information if they already exist and 
   create new users if they don’t exist?

 * The plugin has an export function and you can export all (there is a button at
   the bottom of the Users > All Users screen). However, this does not export passwords(
   which are hashed anyway).
 * There are both export and import plugins available. What you want to make sure
   of is that you are able to export/import custom meta fields.
