However, if I browse through listings with reverse sorting, there are others that are missing. Clearly there’s a bug which omits some locations. Were your locations added manually one by one? or Did you import them via csv file? I probably imported the records several years ago, using a CSV import tool. Not sure though. This may indicate (without being in your database) that imported via a csv file the columns /field names may not have imported correctly. If you currently have the Power add-on do an export to csv file and review the csv file to ensure all the locations are entered correctly. (Keep in mind that data is exported in “first in” order. It is not always alphabetical or based on the location ID. It is based on which records were saved to the database first.
