 * Can anyone advise me on how to fix it? The file appears to be in its proper place.

 * Delete the wp-includes folder. Download a freshcopy of wp and upload a new copy
   of the folder to the server.

 * I had a gut feeling that was the best solution but I had to ask any way.
 * I just wish I understood why or how the error occurred in the first place.

 * It only takes 1 tiny stutter in FTP to mess things up.

 * You are right about that.
 * I replaced the WP-Includes file with a freshly downloaded copy.
 * Seems to have fixed the issue.
