Modify additional field options based on zipcode

    I ship live plants at different times of the year based on the destination hardiness zone (climate). I have an excel database that tells me the hardiness zone for every zipcode in the united states. Is there a way to modify the drop down options in an additional checkout field based on the customers zipcode and the hardiness zone from this excel file? Or at the very least display specific text (the date I will ship) based on their zipcode?
