 * WordPress.org has been missing a plugin for site creation by registered users
   from the front end in easy steps. WordPress.com has a 6-step site creation wizard–
   [https://wordpress.com/start/website/survey-user/en](https://wordpress.com/start/website/survey-user/en).
   This plugin does something similar and gives the network admin a lot of control
   over each step. I have been using this plugin since the beginning and it has 
   gone through a lot of updates to make it more stable and reliable for large multisite
   installations.
