I tested on a clean environment with the steps that you have provided here, but I cannot reproduce the same issue. Maybe you have another plugin that is interfering, or perhaps your theme? Can you test in a minimal setup -> only WPML and WCML+Woo plugins and with a default theme. If the issue persists in that way – please try and either record a screencast or provide us with the full steps on how to reproduce.
