 * A client of mine asked if there was a way different administrators for different
   areas of their site. For example,they don’t just want multiple admins. They want
   1 admin who works controls the mapping section and another admin that controls
   the grant section. I think they are worried one of them will go in and mess something
   up.

   What you are trying to do does not sound like it can be done in a standard WordPress
   installation.
 * It sounds like you may be able to benefit from the following WordPress plugin,
   I suggest taking a further look into:
