 * SuperAdmin is someone who can admin ALL the blogs. They can toggle the setting
   to allow per-site admins to add users.
 * Per-Site admins can edit people subscribed to their blogs and make them authors
   etc.

 * As you say Per-site admins can edit members and make then Author/editor.
 * but once those members become Authors, they can edit/modify other Authors articles.
   but i want they can manage only their Articles in their own profile enviornment,
   not other authors articles.

 * That’s default WordPress behavior. Make them Contributors – they should only
   be able to edit their own posts.

 * thats means its not MULTISITE in reality.
 * Other site ADMINs has no capability of SUPERADMIN and allow his members roles
   when they register.

 * You lost me…
 * Site Admins do not have the superadmin capability – Correct.
 * Site Admins CAN manage member roles per site, but NOT per network.

 * You don’t need to do this. All you need is to have the user register, and then
   the site-admin can make them what they want on their site.
 * Look at this plugin, if you want users to join per site.
