New permalink structure for shortlink?

After the latest update of WordPress (3.5.1) the shortlink generated by the plugin is formatted as fullsitename.com/?p=1234 instead of the usual wp.me links that used to be provided.
Is this a glitch? Only temporary? Anyway to get shorter links back? Is JetPack required?
