Not able to export all users

Every time I go to export users from my website, it gives me different count each time. For example: If I want download 245 users, it exported 207 users one time and after few minutes, I repeated the export and it gave me 118 users.
I tried downloading all users, as well as downloaded just subscribers, but the same issue.
