You have to go into the settings page and tell it what type of posts for this to be active on page, post, or through a shortcode and where to put it top or bottom.
There are two ways to put your picture into WordPress. The first is to have a Gravatar (http://gravatar.com) account associated with the email address the user has in their profile. This is the default way for WordPresss. If you want to have local avatars then you will need a plugin.
The plugin I use for local avatars these days is can be found here:

After installing it when you go to a user’s profile. There you click choose file, select a image from your system then click the update profile. Then that user will have an avatar and any posts for which they are the author of will display that avatar in their social author bio.
Once you have that working and you have enabled it for Google+ author in the settings and in the user’s profile then it will create a rel=”author” anchor tag that links to your author page, which in turns does a rel=”me” anchor tag that links to your Google+ profile. Then you just need to add your author page URL to your Google+ profile as a contributor. The link is given in the users profile.

Part of my problem was not knowing what to expect. I have discovered that Author bios and gravatars are appearing correctly, with the exception of at the end of posts, and I have clicked all four options in “settings”. When I navigate to a post, I don’t find the bio-box. When I am directed as the result of a search, I do find it. If I search Google for “the compensation law center you are not parenoid” it is the first entry and I find a reference to a post and I see the bio-box on my page, however I do not see the author picture in the search results page. How do I investigate this behavior so I can debug what is happening?
