Notification for non-registered users plugin?

Hey, I was just wondering if anyone knows of a WordPress plugin that will pop-up a notification for users who are unregistered or not logged in and direct them to the register or login page? There is an example of what I am looking for on http://www.sinfuliphone.com/ I know they’re using vBulleting but I was wondering if there was an equivalent wordpress plugin. Thanks in advance!
