Notification settings doing nothing

This is very strange and overwhelming one that is making it almost impossible to keep track of blogs at all, including my own.

In my account settings, notifications. I set my subscription delivery to daily, and the house to 8:00-10:00am, as well as turned off any messages in regards to “likes” on my posts or comments. This would make things easier to follow.
Too bad I am getting e-mails every half an hour about something, getting e-mails about posts of mine that were ‘liked’ randomly, and it’s doing this all at 11:00pm at night, and even at 2:00 in the morning. The settings in my notifications have done jack and squat, even after repeated attempts to change them.

When I go to my settings they are still saved, but they don’t seem to effect anything at all. Please help.
