Offline page not working, pages cache 0bytes

Hi, I have a problem displaying the offline page when internet goes down. No page seems to be cached. I’ve even added a filter in my functions to only cache the offline page. Still nothing.
Any help regarding this would be great. I’m struggling with this for more than one day now.
