    The symptoms
   you’re listing seem indicate that some OPCache features are disabled or restricted
   on Cloudways side. I don’t know well Cloudways so I will read their doc when 
   I come back (I’m on vacation for now). In the meantime, to confirm my feeling,
   could you install another OPCache plugin (there’s some on the WP official repo):
   if it’s the same thing (no cached file list), I think you should open a ticket
   on Cloudways to have full OPCache access.

 * Hi Pierre, since we are a Cloudways Partner I had a lot of ping pong with Cloudways
   and got it up and running. In my opinion it’s a very Cloudways specific the setup
   we have now. But it’s working well. The “Cache is full.” we can ignore. Thank
