I am having issue to identify the reason why the order action dropdown list is empty? This is restricting me from having to resent the confirmation email to the customers.
Can someone advise if I am missing something please?

Additionally, please can you share a copy of the following:
System Status Report: Navigate to WooCommerce → Status. Select Get System Report and then Download for Support.
Fatal Error log: Share a copy of any fatal error log found under WooCommerce → Status → Logs.

This is not something I am able to reproduce on my test site which uses the latest version of WooCommerce core. Here is what I see on the Order edit page on my end:
Please can you clarify the following:
Has this been an ongoing issue or one that recently surfaced? If the latter, do you recall any updates/changes made to the site or server before this issue first popped up?
Is this issue present with all order types, or only specific order types?
Are the “Order actions” options missing in existing orders or when creating a new order?
In the meantime, have you managed to perform a full conflict test as @shameemreza suggested? If not, can you please do this as it’s possible that a theme/plugin conflict may be causing the issue.
