Welcome to the WooCommerce forum, and thank you for reaching out. I understand how frustrating it must be to trigger an email resend and not see anything arrive in your inbox—it definitely creates uncertainty, especially when testing your order flow.
This isn’t a known issue with WooCommerce itself. I’ve just tested this on a clean setup, and the Order actions are functioning as expected, with both the customer and admin emails being resent correctly. So this may be something specific to your site configuration.
Could you let us know when this started happening? Was it after a recent update to WooCommerce, your theme, or another plugin?

We have found the reason why it’s not working. It is caused by another woocommerce add-on. When we deactivated that add-on, the emails are being sent out from the order actions.

If the plugin is a third-party tool not developed or provided by WooCommerce via https://woocommerce.com/de/products/, you may want to reach out to its developers directly so they’re aware and can provide a fix.
