Pages for archives

Hello,
is there a way to force adding pages for the archives and/or main blog. Now it adds just adds the first page. Ideally it would be to have an option on items per page (since this can be configured in different themes). Example:
http://domain.com/blog/
http://domain.com/blog/page/2
http://domain.com/blog/page/3
where there are 25 posts and so these are divided by 10.
