I have spent 2 days trying to fix. I have re-uploaded and over written files to server Deleted Sql Data Base and Reinstalled my Blog but nothing works. If it still shows the error something is wrong with the plugins.php file. More likely it will start up OK. If it does, start moving folders back into /plugins/ from /temp/ one folder at a time. As you move a folder, start WP up again. More than likely one of the plugin folders will cause that error message to start displaying again. That means there is something wrong in that plugin’s code so don’t use that one plugin. If its occurring on a second installation, that points to some server config issue. What, I have no idea. If you do it that way you will most likely find one particular plugin is causing the error.
