 * Is it necessary to have the IPN Handler URL properly configured in my Paypal 
   account in order to receive the “Payment failed notification” email when a user
   does not pay the monthly fee? Or is it working anyway?

 * Basic points:
 * * PMPro will send the IPN URL to PayPal.
    * You must have IPN “turned on” in 
   PayPal. * To do that, you need to set some IPN URL. * You must have the IPN URL“
   disabled” though. * It’s confusing, so you should follow the link above which
   has screenshots.
