The smart buttons would still load on the single product or Cart page, but when the checkout is not accessible to guests the order cannot be completed. Could you please elaborate further on what behavior you would expect? If you are referring to the checkout validation, then the next plugin update 1.8.2 includes measures to prevent users from starting payments without having filled all required fields.
