PayPal no longer offers Premier accounts. Check the following link https://www.paypal-community.com/t5/About-Business/Premier-Account/td-p/1185963 to learn more.

Does it mean we can’t connect PayPal to Affiliates manager to do auto payouts?

I see the option under settings, but does the PayPal account need to be business to create api?

Hi, the business account does give you more options and it is free after all 🙂 It also does help with the API in the dev section.
