permanent ban doesn't work?

Hi everyone,

I receive lockout notice from the same IP.. 3-4-5-6-7 times. but never lockout permanently.

if I test with me.. it is the samething.. I test with a login exist and login doesn’t exist. Both, the lockout is not permanent.

I have check the feature.

Any idea?
