Petition format issue when edit enabled

I have the pro version, purchase so that I could get users to edit part of the petition.
When user views the petition it shows in html markup with “<p><strong> xxxxxxxxxxxxxxxx </strong></p> etc. Is this expected? For your average user not recognising markup they would wonder what is happening. How to overcome this one? Method is set to html in settings
What happens though when the user closes the view window and submits the petition, all formatting is lost, paragraphs, line feeds, breaks the lot. It is just essentially a string of letters. Obviously not the thing you send to a decision maker in high places.
I suspect that I have done something wrong, but can repeat the problem. Seems the only way to get the formatting back is to edit the petition in WordPress, select all and left justify. It then seems to get sent out OK, but is smashed if you try to edit again.
