You can remove WooCommerce Multilingual plugin from your FTP manually and try access admin. It was related to OPCache. * Right now, I have installed php 7.4-stable (released yesterday) and see no problem. * Please check that you actually have the stable version of php 7.4, not release candidate. Download it again from php site. * You can also try to turn off opcache in php.ini. It is definately 7.4 stable installed. Using 7.4.0 Stable. Turing off OPcache is not an option.Purging OPcachewith WP Rocket did not help.
