 * It seems I can use an smtp for fallback if primary fails. But can I set php mail
   as fallback?

 * Currently, you can only set the fallback with the Post SMTP mailer. I will discuss
   this with my team and aim to add the PHP Mailer option for fallback to our roadmap
   soon.
