WP is seeing what your hosting config is giving it, 7.0. Please contact your host to ask why 7.4 is not active.

I’m the host (i’m a reseller with over 200 sites) and I’ve contacted my support team who also confirmed I am running PHP7.4 on the site.
The hosting dashboard shows 7.4 and I’ve checked the htaccess files that also show 7.4.

When I look at the response headers from a visit to your site, I see 7.0. You have a system configuration problem, not a WP problem:
