Pluggable functions

The ShortPixel Image Optimizer plugin is requiring pluggable.php. This breaks a non-public plugin I’m using that relies on a WordPress pluggable function. My understanding is that pluggable.php should not be manually required in plugins because it breaks other plugins that override pluggable functions. An example of another plugin requiring pluggable.php and breaking other plugins can be seen here.
