 * Hi,
    I’m looking for a plugin to make budgets (tender – user asks for values 
   on certain services) I provide services and I do not use woocommerce, I just 
   want to receive a form with a request for a budget and I can in backend manage
   these budgets. Does anyone have any suggestions?

   what they require from you and submit them, and you would receive the details
   and give them a price for services?

 * Yes, in addition to managing these requests and if approved manage billing, type
   a project manager
