Plugin backend broken – JS missing?

After (re)installation and activation, plugin backend is not working. It looks like some required JS resource is missing. The tabs (General, Universal, Advanced, etc.) are not functional. Instead, all content is displayed under one page. It is impossible to configure/use this plugin.

The errors I see in the browser’s console are:
ReferenceError: yst_closepopupwindow is not defined
ReferenceError: yst_popupwindow is not defined
