Plugin not working

Although rel attributes are correct, the plugin does not seem to apply on your links at all (like it ignores the jquery selectors).
I can’t say for sure but maybe some other script in your theme or another plugin prevents ‘Page scroll to id’ to do its thing or has a conflict with it. You could try deactivating plugins and see if/which one might cause this.
