 * I want one of my user rule, can access the settings and other options of plugin,
   currently plugin setting appears for admin, I want my contributor user can also
   see the settings of this plugin. Possible?

 * As I understood your request you want to allow contributer role to access ARMember
   pages.
 * If that is the case, than you can achieve this third party plugins like “Advanced
   Access Manager” by allowing ARMember capabilities to contributer role.
