Plugin prevents itself from being Deactivated

I get constant errors when deleting an image since I installed this plugin, so I went to Deactivate it and it prevents me from doing so. The Deactivate button highlights like it is going work, but out of all the plugins I have, this one does nothing and prevents any action from getting rid of it.
