 * Will this plugin restrict voting to just those who are registered users? I need
   one that will just lets those who are logged in to vote.

 * Yes, it is possible to allow voting only for registered users.
    You can find 
   this option when adding/editing a poll on Options->Access tab. It’s called Vote
   Permissions.
