Plugin suggestions for an open editorial platform

Hi team – I have not created my new site yet because I am seeking some advice and suggestions on appropriate plugins for what I would like to develop.

My plan is to create a news/opinion publication platform that operates like a Google Doc, wherein an article can have inline editorial comments added to it to create an ethos of complete editorial transparency.

The idea is that everything that is submitted will be published, but the editor’s feedback will be part of the public audience reading experience.

I note that there have been a few inline comments plugins over the years but that they have all become deprecated. However I suspect that there may exist this same functionality as part of other larger plugins that I don’t know about.

Alternatively, if this is something that I need to contract out to have developed specifically for me, that would be good to know.
